for the Zoe Tatto you can use a mixture called "henna"
it dries dark brown and dies the skin for 2-10
days....alot of people use them for fake tattos and it
dries light to dark brown depending on how long you
leave it on.

If you don't want to use henna and have the tatoo for several
days, you can always do what I did for my Zoe cosutme: I went
out and bought a cheap bottle of very dark foundation, some
brown matte eyeshadow (though talcum powder should work as
well), and a small brush. I painted the tatoo on with the brush
using the foundation, blended the pattern smooth, and powdered
it with the eyeshaodw to keep it from smearing. The best part
is, it washes right off.
Also, check an established wig store for wigs: sometimes you'll get a better quality wig for about the same price as many of the Halloween wigs. That's where my Zoe wig came from. (In reality, I have long curly brown hair which I am NOT cutting for a costume :) )
